In 1950, President Chiang Kai-shek, recognizing the importance of national security and police work, instructed the Central Police Academy (the predecessor of the Central Police University) to train national security personnel. As a result, in February 1961, Mr. Zhao Longwen, the former president of this school, was entrusted by the National Security Bureau to establish the Department of Public Security.
The department’s founding purpose and mission is to train personnel for national security and police work. Over the past 65 years, it has trained over a thousand national security and police officers, all of whom have been assigned to national security agencies and police force. Our alumni are of highly praised, for they are dedicated and diligent, and demonstrate outstanding performance in various works. No doubt, they have played a vital role in protecting the country from threats and ensuring public safety.
In 1985, the department started master program by creating a Public Security Division under the Graduate School of Administrative Police. In recent years, due to changes in the international political and economic situation, frequent interactions between the two sides of the Taiwan Strait, and rapid domestic social development, the nature and scope of security threats have become more dynamic and diversified, making the national security and social order work more complex.
To adapt to the changing environment, in 2001 the department formally established the Graduate Institute of Public Security. Our aim is to improve the education of national security and police security personnel, expand the field of national security research, publish relevant academic research, provide policy analysis and suggestions to the government, and become an important academic research unit in the field of national security intelligence in the country.
